Job Summary


The Assistant Manager/Deputy Manager (AMC) ensures the smooth delivery of passenger, cargo and ground services through planning for operational activities and arranging adequate manpower and other necessary resourcing for these activities. He is responsible for the serviceability of all facilities and equipment, and ensures rectification of abnormalities. He recommends enhancements to service policies and standards to increase the operational effectiveness of the unit, and mitigates safety and/or security risks by ensuring measures are put in place to prevent recurrence of any lapses, errors or losses.

The Assistant Manager/ Deputy Manager has excellent planning and people management skills to manage teams and staff effectively. He is also well-versed in policy and safety requirements and practices of the organisation.

Job Responsibilities/Key Tasks(External)


Conduct AMC operations (Passenger)
•    Review Standard Operating Procedures (SOPs) and Work Instructions for passenger operations in line with industry standards and regulatory requirements
•    Establish passenger operations schedule plan, including resourcing, contract management and deployment up to customer's specified standards
•    Execute Passenger Ladder operational plans
•    Approve requests for escorts in and out of airbase and ensure sufficient manpower

Conduct AMC operations (Cargo)
•    Review Standard Operating Procedures (SOPs) and Work Instructions for air cargo operations in line with industry standards and regulatory requirements
•    Develop and review Material Handling Equipment (MHE) operational plans
•    Review methods and techniques to better manage dangerous goods and hazardous materials

Conduct AMC operations (Ground)
•    Manage overseas deployment activities
•    Manage the fixed based operation support for foreign military aircraft
•    Review procedures for adherence to legal and other requirements pertaining to the operations site

Perform maintenance operations
•    Escalate defects to customer's operations team on impact arising from non-availability of GFE/GFP
•    Establish maintenance action plans for in-house facilities and vehicles
•    Review plans for housekeeping operations within the work premises
•    Review discrepancies reports for Government Furnished Equipments (GFE), Government Furnished Property (GFPs) and in-house equipment.

Ensure operational excellence and compliance with quality and safety standards
•    Review plans to mitigate identified risks and business disruptions based on team's operations
•    Review briefing content, including planning of safety knowledge and new safety requirements
•    Co-Chair monthly ops, deployment exercise and safety briefing
•    Manage external auditors and review audit findings to propose preventive and corrective action for lapses
•    Review Standard Operating Procedures (SOPs) to meet regulatory requirements

Manage people, finance and organisational development
•    Review learning roadmap for team's required competencies and qualifications to ensure proper qualifications/ certifications prior to assignment
•    Conduct manpower planning to optimise operational efficiency
•    Forecast capital and operating departmental budget
•    Review and approve purchase requisition based on financial allowable limits (FAL)
•    Ensure timely security clearance of staff
•    Approve HR operational claims for operational unit
•    Propose Scope of Work (SOW) and resources required
•    Lead implementation of department’s recruitment and retention efforts

Job Requirements

Professional Qualifications & Relevant Experience


•    Diploma with operation management experience preferred
•    Prior experience with RSAF preferred
•    Ability to use Apps and have cybersecurity awareness
•    Proficient in MS Office - Excel, Word, PowerPoint
