Job Summary

The Assistant / Deputy General Manager - Operations (Warehouse and Cold Chain Management) provides executive leadership and strategic direction for the business vertical, overseeing its dedicated portfolio of warehousing, transportation, and cold chain logistics with a specialized focus on serving government clients. This role holds full accountability for the business vertical's Profit & Loss (P&L), operational excellence, and long-term sustainable growth within ST Logistics.

As a key member of the senior leadership team in the business vertical, he/she will champion the formulation and execution of long-range strategies, drive large-scale transformation, and foster key executive relationships with major government agencies and related stakeholders. The Assistant/Deputy General Manager is responsible for shaping a culture of innovation, accountability, and continuous improvement, ensuring all operations meet the stringent requirements of contracts and align with the company's overarching vision and financial objectives while building a robust leadership pipeline for the future.

Resourceful, persuasive, and analytical, the Assistant/Deputy General Manager acts as a strategic advocate responsible for the organisation's outcomes and results. He/She is expected to shape a culture of innovation and continuous improvement and take the lead in mentoring the managers and senior managers to be future leaders of the business vertical and for succession.

Job Responsibilities/Key Tasks(External)

Operational Execution and Financial oversight 

• Define and execute AI-driven growth strategies to identify new services and revenue streams.
• Support GM in business continuity, crisis response, and succession planning for critical roles.
• Champion a high-performance, values-based culture of accountability, collaboration, and ethics.
• Partner with leadership to expand ventures, optimize workflows, and reduce costs.
• Monitor and analyze performance metrics to ensure safety, compliance, and customer satisfaction.
• Oversee warehouse and cold chain operations, ensuring accurate fulfillment, inventory control, and temperature management.
• Develop, communicate, and implement growth strategies and operational processes.
• Lead transformation initiatives and continuous improvement based on feedback and issue identification.
Spearhead strategic business planning with full P&L accountability.
• Manage budgeting, forecasting, and financial reporting for cost-effective resource allocation.
• Drive cost management and profitability through automation, AI, and process optimization.
• Track and control expenditures, ensuring efficiency without compromising service quality.

 Operational Excellence & Innovation

• Directs operational strategy for peak efficiency in warehouse and cold chain logistics.
• Leads AI and machine learning initiatives to enhance profitability and performance.
• Implements AI solutions for optimization of routes, maintenance, and inventory.

Safety, Governance, Risk, and Compliance

• Oversees risk, safety (WSH), and governance frameworks toward a zero-incident goal.
• Ensures proactive risk mitigation, high safety standards, and fiscal compliance.

Technological & Digital Transformation

• Architects the technology roadmap, focusing on AI and automation for an intelligent supply chain.
• Governs major tech projects and AI deployment to ensure ROI and strategic alignment.

Executive Stakeholder Management
• Manages key government accounts and cultivates senior-level strategic relationships.
• Lead high-stakes negotiations for government tenders and contracts, demonstrating a sophisticated understanding of Singapore’s government procurement processes and compliance requirements.
• Collaborate with Vertical’s Operations Development Team and Group Business Development to develop and execute strategies for penetrating new government segments and designing complex, compliant solutions for public and private sector needs.

Others  
• Undertake any assigned projects/duties directed by Supervisors/Management (if any)  

Job Requirements

  • Demonstrable track record of successfully managing large-scale commercial/government contracts and navigating public sector procurement processes is mandatory.

  • Foundational understanding of AI-driven logistics and digital transformation

  • In-depth knowledge of SAP/ warehouse management systems (WMS), Inventory Management System, Enterprise Resource Planning (ERP) Systems, and modern supply chain technologies, including AI applications.

  • Comprehensive understanding of Workplace Safety and Health (WSH) regulations and best practices.

  • Expertise in financial management, budgeting, and strategic planning

  • Excellent analytical, strategic, and Client-focused problem-solving abilities for complex business environments.

  • Strong negotiation, stakeholder management, and communication skills.

  • Adaptability and ability to thrive in a constantly evolving business context and cultural nuances.  

  • Self-motivated and proactive, with a demonstrated ability to work independently and take ownership of assigned tasks and priorities in a fast-paced environment.

  • Willingness to take on any other secondary appointment(s) as assigned

 

 

Professional Qualifications & Relevant Experience

 

  • Bachelor’s degree in business, Logistics, Supply Chain Management, Engineering, or a related field.
  • Proficient in use of MS Office Applications / Microsoft Power Platform Applications
  • A minimum of 10 years of progressive experience in logistics, warehousing, or supply chain management, with at least 5-7 years in a senior leadership role with full P&L responsibility.
